Special Report: Build CQ Leadership to Empower High-Quality Development of State-Owned Enterprises
CQ Leadership · Integration & Leap Special Training for Jining State-Owned Enterprises Successfully Concludes
Introduction
Against the dual challenges of deepening reform and intensifying market competition, cultivating a leadership team capable of perceiving changes acutely and driving innovation efficiently has become pivotal for state-owned enterprises (SOEs) to achieve high-quality development.
Recently, the special training program CQ Leadership · Integration & Leap tailored for Jining’s state-owned enterprises came to a successful end in Jining. The program consisted of three 2-day sessions, covering core managers from key municipal and district-level SOEs across Jining. Rooted in the proprietary CQ Model and centered on the core goal of integration and leapfrog development, the training systematically enhanced leaders’ comprehensive capabilities in driving transformation, motivating teams and delivering agile execution, injecting strong momentum into strategy implementation and ecosystem optimization for local SOEs.
Targeted Empowerment: Address Core Challenges in SOE Transformation
More than a conventional management course, this training was customized to tackle three major challenges confronting SOEs amid transformation.
Simplify complexity and elevate strategic vision
It helps leaders organize and streamline complex management work, shifting from fragmented thinking to a holistic perspective. Guided by results and efficiency, participants learn to identify the essence of business operations and key breakthrough points accurately.
Foster a strong sense of ownership and accountability
To address the long-standing passive mindset of waiting, relying on and requesting support within some SOEs, the training focuses on building a positive and fully engaged team culture. It guides employees to move from passive execution to voluntary commitment and unlock intrinsic motivation.
Respond flexibly and execute efficiently
In the context of deepened SOE reform and fierce market competition, the program teaches leaders to prioritize core business performance and establish an open communication mechanism. This enables efficient information sharing across departments and hierarchical levels, allowing organizations to adapt to market shifts with agility.
CQ-Driven Development: Four Modules for Integration & Leapfrog Growth
Centered on the original CQ Model (Awareness, Full Engagement, Breakthrough Capability), the four practical modules lead participating leaders to achieve integrated leapfrog development from mindset reshaping to on-the-ground action.
Module 1: Build Consensus & Result-Oriented Mindset — Elevate Thinking and Strengthen Cohesion
On the first day, participants were encouraged to look beyond daily routines and view issues from the perspective of corporate development. With the CQ® Model, they systematically assessed the status of individuals and teams and gained a clear understanding of their enterprises’ strengths and weaknesses. Joint vision-setting aligned with corporate strategy significantly boosted team cohesion and full engagement, laying a solid foundation of shared understanding for further transformation.
Module 2: Identify Demands & Create Value — Strengthen Business Acumen and Market Sensitivity
This module focuses on cultivating an entrepreneurial mindset among SOE leaders. It elaborates on customer orientation and value creation, guiding participants to extend individual value to organizational value and analyze customer experience across three dimensions. Participants learned strategies to deliver exceptional customer experiences and build solid connections with diverse stakeholders, including government bodies, external clients and internal teams. Their market awareness and business efficiency consciousness were greatly enhanced.
Module 3: Collective Brainstorming & Practical Drills — Break Inertia and Tap Collective Wisdom
To tackle insufficient innovation momentum, this module is dominated by hands-on exercises. Participants recognized and overcame three typical rigid thinking patterns. In an open, inclusive and secure communication environment, they held in-depth cross-level and cross-departmental discussions on high-value topics. The sessions fully unleashed individual potential and integrated collective wisdom, delivering practical methodologies and experience for exploring innovative ideas and building a sound business ecosystem.
Module 4: Formulate Plans & Ensure Implementation — Collaborate to Draw Development Blueprints
The final module translates insights into concrete actions. Participants selected optimal innovative ideas following four evaluation principles. Working collaboratively in groups, they worked out detailed action plans and implementation roadmaps and identified supporting capabilities and tools to boost execution efficiency. Every participant returned to their post with practical and executable solutions, ensuring the outcomes of the integration and leap could be applied to real business scenarios.
Remarkable Outcomes: Three Consecutive Sessions Support Strategic Goals of SOEs
Delivered in three consecutive 2-day intensive sessions, the program provided large-scale and systematic empowerment for middle and senior managers of Jining’s SOEs. Participants widely commented that the training brought profound mindset shifts: evolving from operational implementers to business operators, and from passive responders to active change-makers. They also acquired practical tools and methodologies ready for immediate application in management work.
The training fully responded to the urgent demand for high-caliber leadership talents amid deepened SOE reform. By upgrading leaders’ Change Quotient, participating enterprises are building a more open, efficient and collaborative internal ecosystem. This effectively drives business growth, fosters core competitive strengths, and provides solid talent and intellectual support for the high-quality development of state-owned assets and enterprises in Jining.
Going forward, the organizer will further deepen cooperation with local SOEs, continuously track the implementation of training outcomes, and internalize CQ leadership philosophies and methodologies into organizational capabilities. It will help Jining’s state-owned enterprises achieve greater integrated and leapfrog development in the next growth phase.
