Shandong is a major province rich in human capital, and Weihai occupies an important position in Shandong’s economic landscape. In recent years, supported by the Weihai Human Resources Service Industrial Park of China, the city has made notable progress in driving innovation and transformation within the human resources service industry. Innovation, transformation and strong leadership fuel economic restructuring and upgrading, improve people’s livelihoods, and facilitate talent recruitment and development.


Weihai has long attached great importance to talent attraction. Its human resources and social security authorities have fully implemented the Talent-driven City Strategy to unlock policy benefits. From the Interim Provisions on Introducing High-level Talents in Weihai issued in the 1990s to the recent Weihai Talent Program, the city has built an increasingly sound policy system covering talent recruitment, cultivation, deployment and incentives. Teams of high-caliber and highly skilled professionals have continued to expand steadily.


A new generation of digital technologies, including mobile internet, cloud computing, big data, artificial intelligence, the Internet of Things and blockchain, are revolutionizing the way people work and live, and reshaping all industries. These emerging technologies have spawned new business models and economic forms, while enabling traditional economic entities to evolve and revitalize. Digital transformation has become a core corporate strategy. As a vital part of enterprise management, human resources is also undergoing profound changes brought by digitalization.


In 2018, the Department of Human Resources and Social Security of Shandong Province, together with its Weihai counterpart, hosted a training conference on Organizational Change and Leadership for industry practitioners. Mr. James Chin, President of the Singapore International Consulting and Training Centre, was invited to deliver the training and guidance.






By mastering relevant theories and practices of organizational change and leadership, corporate leaders can conduct systematic innovative thinking and focus their insights on key elements, so as to enhance strategic agility and achieve more with less effort. A standardized change management system enables leaders to clearly track and control the progress of transformation. Change committees and team managers will gain greater confidence in managing change, and know how to promptly adjust team morale when fluctuations occur.
